Congress provided funds in VA’s fiscal year 2009 budget to support the new enrollment. &lt;br /&gt;&lt;br /&gt;The coming changes which should be complete when the rule takes effect by June 30, 2009. Peake would use his authority to raise the mileage reimbursement from the 28.5 cents per mile to &lt;span style="font-weight:bold;"&gt;41.5 cents per mile&lt;/span&gt; for all eligible veterans to receive for travel to VA facilities for medical care.&lt;br /&gt;&lt;br /&gt;Congress, which mandates such increases, recently provided funding to VA to increase the reimbursement rate, which went into effect on Nov. 17, 2008.  &lt;span style="font-weight:bold;"&gt;Service connected veterans, veterans receiving VA pensions, and veterans with low incomes are eligible for the reimbursement.&lt;/span&gt;&lt;br /&gt; &lt;br /&gt;While increasing the payment, the current deductible amounts applied to certain mileage reimbursements will remain frozen at $7.77 for a one-way trip, $15.54 for a round trip, and capped at a maximum of $46.62 per calendar month.  &lt;span style="font-weight:bold;"&gt;On Jan. 9, 2009&lt;/span&gt;, these deductibles &lt;span style="font-weight:bold;"&gt;will decrease &lt;/span&gt; to $3 for a one-way trip, $6 for a round trip, with a maximum of $16 per calendar month. It also said it would lower the price of more than 1,000 over-the-counter drugs.&lt;br /&gt;&lt;br /&gt;The move marks the third phase of a company program that began in 2006 to provide a 30-day supply of generic prescription drugs for $4. With the expansion, the company began filling prescriptions Monday for up to &lt;span style="font-weight:bold;"&gt;350 generic medications at $10 for a 90-day supply at Wal-Mart, Neighborhood Market and Sam's Club&lt;/span&gt; pharmacies in the U.S. &lt;span style="font-weight:bold;"&gt;Almost all&lt;/span&gt; &lt;span style="font-weight:bold;"&gt;the prescription generics in the company's $4 program were included in the expanded $10 offer.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;In addition, the company will add &lt;span style="font-weight:bold;"&gt;several women's medications &lt;/span&gt;to its list of prescriptions available for &lt;span style="font-weight:bold;"&gt;$9&lt;/span&gt;, including drugs to &lt;span style="font-weight:bold;"&gt;treat breast cancer and hormone deficiency. &lt;/span&gt;&lt;br /&gt;For instance, &lt;span style="font-weight:bold;"&gt;alendronate&lt;/span&gt;, the generic version of osteoporosis medication Fosamax, will be added to the list. Company pharmacies will fill 30-day prescriptions of alendronate for $9 and a &lt;span style="font-weight:bold;"&gt;90-day supply for $24 &lt;/span&gt;at a comparison of $54 and $102, respectively, that women previously paid for the same amounts, the company said. &lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Tamoxifen&lt;/span&gt;, used to treat breast cancer, will be offered for $9 for a 30-day supply, as well as combination estrogen/methyltestosterone tablets, prescribed for menopause and hormone deficiency. &lt;br /&gt;&lt;br /&gt;Wal-Mart also will &lt;span style="font-weight:bold;"&gt;lower the prices of more than 1,000 over-the-counter medications to $4 or less in its pharmacies&lt;/span&gt;. The over-the-counter medication price rollbacks represent about one-third of the retailer's over-the-counter medicines. Qualifying income includes any combination of earned income, nontaxable combat pay as well as certain payments from Social Security, Veterans Affairs and railroad retirement.&lt;br /&gt;&lt;br /&gt;“Don’t worry if you did not file a return by April 15.  If you meet the criteria, you are still eligible for a stimulus payment.  The quicker you file, the quicker you’ll get your payment,” said Doug Shulman, IRS commissioner.  &lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;People must file a return by Oct. 15 &lt;/span&gt;to receive an economic stimulus payment this year. &lt;br /&gt;&lt;br /&gt;People not otherwise required to file an income tax return must file a simple Form 1040A with basic information to ensure that they receive the economic stimulus payment.  This information includes their name; address; dependents, if any; amount of their qualifying income (which must be $3,000 or more); direct deposit information and their signatures. Barry is in St Luke’s Hospital in Jacksonville.&lt;br /&gt;&lt;br /&gt;Joe Sanchez emailed me today that Barry had some complications with the transplant and is in ICU, at the male clinic, St Luke’s Hospital. He is awaiting another liver transplant. God willing he will not wait too long and the next transplant will be okay. God Bless Him. The new VIC, which was introduced in 2004, removed the sensitive information from the face of the card.&lt;br /&gt;&lt;br /&gt;VHA estimates that between 3 and 4 million enrolled veterans have not yet been issued a new VIC. But it said today it had changed its mind based on public comment and the urging of Gov. Jeb Bush.  &lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;As of Friday&lt;/span&gt;, the $4 prescriptions will be available at &lt;span style="font-weight:bold;"&gt;235 Wal-Mart, Neighborhood Market and Sam's Club&lt;/span&gt; pharmacies across Florida. These adjustments are made according to formulas &lt;span style="font-weight:bold;"&gt;set by statute.&lt;/span&gt;  The law requires that the standard monthly premium for Medicare Part B must be sufficient to cover 25 percent of the program’s costs for aged beneficiaries, including the costs of maintaining a reserve against unexpected spending increases. For individuals with incomes over $200,000, the premium, now $88.50 a month, is expected to quadruple by 2009. &lt;br /&gt;&lt;br /&gt;The surcharge was established under a little-noticed provision of the 2003 law that added a prescription drug benefit to Medicare.&lt;br /&gt;“The surcharge will come as a shock to many people because they have not received any warning.” In July, Medicare officials estimated that it would be $98.40 a month. The surcharge will be phased in from 2007 to 2009. &lt;br /&gt;&lt;br /&gt;Here is how it will work: The surcharge for 2007 will be computed by the S S A, using income data obtained by the I R S from tax returns for 2005. If an individual has modified adjusted gross income of $80,000 to $100,000, the surcharge will be 13.3 percent, which adds about $13 to the monthly premium, for a total of about $111.50. For a single person with income of more than $200,000, the surcharge will be 73.3 percent, or about $72 a month, for a total premium of about $170.50.&lt;br /&gt;&lt;br /&gt;When the transition is complete in January 2009, according to Medicare actuaries, the total premium for a person with income of $80,000 to $100,000 will be 1.4 times the standard premium. A person with income of $100,000 to 150,000 will pay twice the standard premium. Bill Carle traveled from Georgia and back. Many members contacted me to say they were unable to attend. Yesterday he recognized Arlene, today he did not. The nurses said it is just a matter of time before Ken passes away. Once again, a large share of the increase was due to a jump in energy prices.  &lt;br /&gt;&lt;br /&gt;Last year, the CPI had risen 3.2% through the month of July and ended up the year at 4.1%.  With inflation running slightly ahead of last year's pace so far, it would seem likely that we’ll end this year in the same ballpark. He is not able to stand, but he goes to therapy every morning. Ken has to be lifted out of the bed by a special machine. He still has his good sense of humor and he can remember everything. &lt;br /&gt;&lt;br /&gt;On my way out of Ken’s room I met the Sanchez’s and we went back into his room. Ken let us borrow his 8x10 NYCPD photograph, in full dress uniform, taken in 1950 at his retirement ceremony. This system is integrated with VA's electronic health records, and the results are stunning. VA prescribes medication to patients with an &lt;span style="font-weight:bold;"&gt;accuracy rate of 99.993%&lt;/span&gt;, a standard that simply does not exist anywhere else in American health care. While we were thrilled with the passage of HR 218 in 2004, we knew the fight would continue as cities and states dragged their feet, and even attempted to outright block the full and fair implementation of this law.&lt;br /&gt;&lt;br /&gt;Today, many retired officers, maybe even you too, have not been able to get their states or agencies to issue the required credentials and certification to allow this law to be in effect.&lt;br /&gt;&lt;br /&gt;We are continuing to fight for full and fair implementation of HR 218 all across the country and we need your help to do so.&lt;br /&gt;&lt;br /&gt;There are three things you can do right now to help:&lt;br /&gt;&lt;br /&gt;1. Seventy-five federal, state, and local law enforcement officers were killed during the first six months of 2006, according to preliminary numbers recently released jointly by the National Law Enforcement Officers Memorial Fund (NLEOMF) and the Concerns of Police Survivors (COPS). This is an increase from the 70 officers who lost their lives during the same period in 2005.&lt;br /&gt;&lt;br /&gt;California and New York were the deadliest states for law enforcement officers during the first half of the year, both with eight deaths. Florida had four law enforcement fatalities. Of the 75 officers killed in 2006, 30 were shot, 22 died in automobile accidents, 11 officers succumbed to job-related illnesses, five were struck by automobiles while outside of their own vehicles, four officers died in motorcycle accidents, two were killed in helicopter accidents, and one officer was killed in a bomb blast. Over the past 10 years (1996-2005), a total of 1,635 law enforcement officers across the nation were killed in the line of duty.&lt;br /&gt;&lt;br /&gt;According to NLEOMF Chairman Craig W. Floyd, one of the most troubling trends is the growing number of officers killed in automobile crashes.&lt;br /&gt;&lt;br /&gt;"The increase of law enforcement deaths in 2006 means that COPS will be reaching out to 75 more families who are going through the worst pain and heartache they have ever known," cited Jean Hill, National President of Concerns of Police Survivors (COPS). "Concerns of Police Survivors understands the pain that families feel when losing their officer. If you are 62 years of age, you will receive the FULL $12,000.00 (less taxes). You will also receive COLA throughout the year. If you turn 62 during 2007, COLA will be deducted from the Defined Benefit (VSF) payment for the period up to the month in which you turned 62. We were overwhelmed by the number of members and their families that showed up. One-hundred and twenty-five (125) members and their families had a good time. Chairmen &lt;st1:personname st="on"&gt;Jack&lt;/st1:PersonName&gt; Murray and Milt Williams should be proud of themselves as they worked hard all day. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;       &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 11pt; font-family: Arial;"&gt;&lt;o:p&gt;&lt;/o:p&gt;Ed Aviles cooked all day, with no breaks and did wonders with the grille. Wally Fredericks also helped. John Briganti and &lt;st1:personname st="on"&gt;Peter Barkhausen&lt;/st1:PersonName&gt; made our 50/50 very successful. We had six cash drawings and two other prizes.&lt;br /&gt;The winners were: Gary Rosen, Barbara Gleason, Alvin Barrett, John Fatta and Rich Gander FDNY Central FL retirees, Chuck- Johnny B’s neighbor. Joan Fitzgerald and Joe Sanchez’s grandson Ryan won club shirts.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 11pt; font-family: Arial;"&gt;&lt;o:p&gt;&lt;/o:p&gt;Sal Rosato held the attendance drawing: Gerry K---, Al Cunningham and Roy Peron won.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;       &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 11pt; font-family: Arial;"&gt;&lt;o:p&gt;&lt;/o:p&gt;Joe Nero organized the Bocce games. Marie Rosato and Linda Woods were selling the club shirts. &lt;st1:personname st="on"&gt;Jack&lt;/st1:PersonName&gt; Murray ordered new club golf shirts (light blue &amp; light weight) and they went on sale today $18.00. The new shirts will also be available at our next meeting&lt;span style=""&gt;  &lt;/span&gt;AUG 7 PALM COAST.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;     &lt;p class="MsoNormal"&gt;&lt;span style="font-size: 11pt; font-family: Arial;"&gt;&lt;o:p&gt;&lt;/o:p&gt;The chairmen have decided to do it again next year, but in a different month. It was our third annual pizza night. Our special guest speaker was Dr. Dorman, a GHI participating doctor, who answered all the members’ questions. The good doctor is also going to be a sponsor in the newsletter. You probably noticed that we doubled the number of our sponsors, over the last few months, thanks to Gary Rosen PLEASE SUPPORT OUR SPONSORS.&lt;br /&gt;&lt;br /&gt;HIPB: S-6397/A9722 - One year Health Insurance Protection Bill has been VETOED (Veto 218) June 21. The bill had been on the Governor’s desk since June 9. Please remember that Gov. Pataki has now vetoed HIPB FIVE TIMES. See inserts for Memorandum of Support and a Letter to all Members, from our National President, Tony Perrone. I was just speaking with Tony and he told me that the legislators are in session on June 23. They were supposed to wrap up yesterday. Tony has sent the legislators a message that now is the time to override Veto 218, since they unanimously supported the HIPB.&lt;br /&gt;&lt;br /&gt;COLA: Alan Berkowitz, President, Broward 10-13 announced that the COLA increase effective Sept 30, 2006 will be $306.00 a year, based on the maximum of $18,000 pension.&lt;br /&gt;&lt;br /&gt;PICNIC: Will be held on July 15. The last picnic was in 2003. We revived the picnic because more of our members expressed interest in attending. Jack Murray again has agreed to chair the event as he has done for many years. Milt Williams is co-chairing. We have had a good response. Cutoff date is July 5. I hope to see many of you and your family there.&lt;br /&gt;&lt;br /&gt;NEW CLUB GOLF SHIRTS: Jack has placed an order for the new shirts. The shirt is similar to the old one except, color is light blue, with NYCPD on the right sleeve. We hope to have them available at the picnic.&lt;br /&gt;&lt;br /&gt;NEW CLUB BANNER: Two members advised us that our last club banner was left at the last picnic. We will be ordering a new one the end of June.&lt;br /&gt;&lt;br /&gt;300 CLUB: We have sold 46 tickets. 28 members are in the first draw. The National would have a second drawing if 200 more tickets were sold and it doesn’t look like they will reach that goal. That is why we haven’t been selling any more tickets. I will return your checks when I receive the final word. Thank you for your support.&lt;br /&gt;&lt;br /&gt;We are looking into having a Night at the Races, in Daytona. We need to have 50 people to attend so we can get a Club discount. The cost would be $16.00 per person. It would include a Hot Dinner buffet, admission, taxes and gratuities and a full service poker room.
