VA To Offer Health Care to Previously Ineligible Priority ( 8 ) Veterans

The VA has announced plans to re-open enrollment in its health care system by July 2009 to about 265,000 veterans whose incomes exceed current limits.

The change affects veterans whose incomes exceed the current VA means test and geographic means test income thresholds by 10 percent or less. Congress provided funds in VA’s fiscal year 2009 budget to support the new enrollment.

VA Increases Travel Reimbursement Rate, Effective Nov. 17, 2008

On Monday, the VA announced that Secretary of Veterans Affairs Dr. James B. Peake would use his authority to raise the mileage reimbursement from the 28.5 cents per mile to 41.5 cents per mile for all eligible veterans to receive for travel to VA facilities for medical care.

Congress, which mandates such increases, recently provided funding to VA to increase the reimbursement rate, which went into effect on Nov. 17, 2008. Service connected veterans, veterans receiving VA pensions, and veterans with low incomes are eligible for the reimbursement.

While increasing the payment, the current deductible amounts applied to certain mileage reimbursements will remain frozen at $7.77 for a one-way trip, $15.54 for a round trip, and capped at a maximum of $46.62 per calendar month. On Jan. 9, 2009, these deductibles will decrease to $3 for a one-way trip, $6 for a round trip, with a maximum of $16 per calendar month. Deductibles can be waived if they cause a financial hardship to the veteran.

Wal-Mart Stores Inc. announced Monday it would expand its discounted prescription drug program to offer 90-day supplies for $10 and add several women's medications at a discount. It also said it would lower the price of more than 1,000 over-the-counter drugs.

The move marks the third phase of a company program that began in 2006 to provide a 30-day supply of generic prescription drugs for $4. With the expansion, the company began filling prescriptions Monday for up to 350 generic medications at $10 for a 90-day supply at Wal-Mart, Neighborhood Market and Sam's Club pharmacies in the U.S. Almost all the prescription generics in the company's $4 program were included in the expanded $10 offer.

In addition, the company will add several women's medications to its list of prescriptions available for $9, including drugs to treat breast cancer and hormone deficiency.
For instance, alendronate, the generic version of osteoporosis medication Fosamax, will be added to the list. Company pharmacies will fill 30-day prescriptions of alendronate for $9 and a 90-day supply for $24 at a comparison of $54 and $102, respectively, that women previously paid for the same amounts, the company said.
Tamoxifen, used to treat breast cancer, will be offered for $9 for a 30-day supply, as well as combination estrogen/methyltestosterone tablets, prescribed for menopause and hormone deficiency.

Wal-Mart also will lower the prices of more than 1,000 over-the-counter medications to $4 or less in its pharmacies. The over-the-counter medication price rollbacks represent about one-third of the retailer's over-the-counter medicines. They include Wal-Mart's Equate versions of popular drugs, including Zantac, Pepcid and Claritin, and Wal-Mart's Spring Valley prenatal vitamins.

Retirees, Disabled Vets still can file for 2008 stimulus payments

WASHINGTON (AFRNS) -- Even though April 15 has passed, the Internal Revenue Service is reminding retirees, disabled veterans and others who normally do not file a tax return that there is still time to submit a 2007 form to receive an economic stimulus payment.

People who have no tax filing requirement but have at least $3,000 in qualifying income should file a simple Form 1040A. Qualifying income includes any combination of earned income, nontaxable combat pay as well as certain payments from Social Security, Veterans Affairs and railroad retirement.

“Don’t worry if you did not file a return by April 15. If you meet the criteria, you are still eligible for a stimulus payment. The quicker you file, the quicker you’ll get your payment,” said Doug Shulman, IRS commissioner.

People must file a return by Oct. 15 to receive an economic stimulus payment this year.

People not otherwise required to file an income tax return must file a simple Form 1040A with basic information to ensure that they receive the economic stimulus payment. This information includes their name; address; dependents, if any; amount of their qualifying income (which must be $3,000 or more); direct deposit information and their signatures. FDA Alerts Public of Nationwide Recall of 500mg Strength Store-Brand Acetaminophen Caplets

The U.S. Food and Drug Administration (FDA) is alerting the public to a voluntary recall being conducted by Perrigo Company (Perrigo) of Allegan, Michigan for 383 lots of acetaminophen 500mg caplets manufactured and distributed under various store-brands as a result of small metal fragments found in a small number of these caplets.

Approximately 11 million bottles containing varying quantities of acetaminophen 500mg caplets are affected by this recall.

The doctor that did the first operation went into the operating room upon finishing another operation to assist the doctor that was operating on Barry's second liver transplant . Barry will be sleeping until tomorrow and they will let me know when he wakes up.

I received a call from Frank Maraviglla and he told me that Barry received a liver transplant Friday. Barry is in St Luke’s Hospital in Jacksonville.

Joe Sanchez emailed me today that Barry had some complications with the transplant and is in ICU, at the male clinic, St Luke’s Hospital. He is awaiting another liver transplant. God willing he will not wait too long and the next transplant will be okay. God Bless Him. Joe Sanchez.

Old VA ID Cards to be Replaced

The Department of Veterans Affairs (VA) has announced that all VA health care facilities are beginning an aggressive campaign to assure that enrolled veterans with old versions of its ID cards are issued the new Veterans Identification Card (VIC).

VA indicates that prior versions of its identification cards display sensitive information such as social security number and date of birth on the front of the card. The new VIC, which was introduced in 2004, removed the sensitive information from the face of the card.

VHA estimates that between 3 and 4 million enrolled veterans have not yet been issued a new VIC. VA hopes to complete the massive replacement program within the next 12 months.

Wal-Mart expanding $4 generic drug program statewide

Wal-Mart Stores, reacting to what it described as a "considerable response" to a test program in Tampa in which it offers nearly 300 generic prescription drugs for dramatically reduced rates, announced today that it will expand the program statewide starting TODAY.

The world's biggest retailer, during a press conference in Orlando, also said it was expanding the list of generic drugs it will sell for $4 per prescriptions from 291 to 314. The program will also include as many as 143 drug compounds as well as other drugs such as the oncology medicine megestrol and the cholesterol drug lovastatin.

Wal-Mart, which started testing the sales program in Tampa last month, hadn't planned to expand it statewide until January. But it said today it had changed its mind based on public comment and the urging of Gov. Jeb Bush.

As of Friday, the $4 prescriptions will be available at 235 Wal-Mart, Neighborhood Market and Sam's Club pharmacies across Florida. The drugs covered include common medicines used to treat conditions such as allergies, cholesterol, high blood pressure and diabetes.

The standard Medicare Part B monthly premium will be $93.50 in 2007, an increase of $5.00 or 5.6 percent from the current $88.50 Part B premium, considerably lower than was earlier projected. This premium is the smallest percent increase in the Part B premium since 2001 and less than half of the dollar increase in the premium for 2006.

Background

The Centers for Medicare & Medicaid Services (CMS) updates the premiums, deductibles, and co-payments made by Medicare beneficiaries each year. These adjustments are made according to formulas set by statute. The law requires that the standard monthly premium for Medicare Part B must be sufficient to cover 25 percent of the program’s costs for aged beneficiaries, including the costs of maintaining a reserve against unexpected spending increases. The federal government pays the remaining 75 percent. Statutory formulas are also used to determine the Medicare Part B deductible, the Part A deductible for hospital stays, and other enrollee contributions.

Medicare Costs to Increase for Wealthier Beneficiaries

It is expected to affect one million to two million beneficiaries: individuals with incomes exceeding $80,000 and married couples with more than $160,000 of income. For individuals with incomes over $200,000, the premium, now $88.50 a month, is expected to quadruple by 2009.

The surcharge was established under a little-noticed provision of the 2003 law that added a prescription drug benefit to Medicare.
“The surcharge will come as a shock to many people because they have not received any warning.” In July, Medicare officials estimated that it would be $98.40 a month. The surcharge will be phased in from 2007 to 2009.

Here is how it will work: The surcharge for 2007 will be computed by the S S A, using income data obtained by the I R S from tax returns for 2005. If an individual has modified adjusted gross income of $80,000 to $100,000, the surcharge will be 13.3 percent, which adds about $13 to the monthly premium, for a total of about $111.50. For a single person with income of more than $200,000, the surcharge will be 73.3 percent, or about $72 a month, for a total premium of about $170.50.

When the transition is complete in January 2009, according to Medicare actuaries, the total premium for a person with income of $80,000 to $100,000 will be 1.4 times the standard premium. A person with income of $100,000 to 150,000 will pay twice the standard premium. A person with income of $150,000 to $200,000 will pay 2.6 times the standard premium, and a beneficiary with more than $200,000 of income will pay 3.2 times the standard amount.

If the basic premium rises 10 percent a year — a relatively conservative forecast — the most affluent beneficiaries will be paying premiums of more than $375 a month in 2009.

I was proud of the very large Club turnout for Ken’s Memorial Mass. We had 45 members and their spouses attend. Arlene was very impressed with the turnout as was her family. REMA also sent a representative Frank Matijevick. He traveled from Port St Luce. Bill Carle traveled from Georgia and back. Many members contacted me to say they were unable to attend. Thank you for showing your support for a great member.

The Priest said that Ken loved life and he married Arlene when he was 88 years young. Most men are dead at that age. Ken loved living and helping others. Some people think of dying and they do. Ken will always live.

In mid-August, the Bureau of Labor Statistics announced the July 2006 monthly Consumer Price Index (CPI), which is used to calculate the annual cost-of-living adjustment (COLA) for military retired pay, VA disability compensation, and Social Security.

The CPI continued its upward trend, rising another 0.3% in July -- for a cumulative increase of 3.4% so far this fiscal year. Once again, a large share of the increase was due to a jump in energy prices.

Last year, the CPI had risen 3.2% through the month of July and ended up the year at 4.1%. With inflation running slightly ahead of last year's pace so far, it would seem likely that we’ll end this year in the same ballpark. We can still hope that inflation in the last two months of this year may not match last year's experience, when Hurricane Katrina sent energy prices soaring.

I went to see Ken Sunday night and I thought that he was doing much better than the last time I saw him. He is not able to stand, but he goes to therapy every morning. Ken has to be lifted out of the bed by a special machine. He still has his good sense of humor and he can remember everything.

On my way out of Ken’s room I met the Sanchez’s and we went back into his room. Ken let us borrow his 8x10 NYCPD photograph, in full dress uniform, taken in 1950 at his retirement ceremony. We had it on display at last night’s meeting.

VA Preventing Drug Errors

The Department of Veterans Affairs remains a world leader in patient safety and the use of technology in preventing errors associated with prescription drugs.

All VA medical centers utilize a bar-coded wrist band system to make sure the right patient gets the right medication in the right dose at the right time. This system is integrated with VA's electronic health records, and the results are stunning. VA prescribes medication to patients with an accuracy rate of 99.993%, a standard that simply does not exist anywhere else in American health care. And we maintained this standard of excellence while filling 231 million prescriptions in 2005.

National Mega Prize Drawing

We had two winners in the National Mega Prize Drawing. They were the smaller prizes.

A Verrazano 10-13 member had the Grand Prize winner, which means that the Verranzo Club will receive $1,000 for selling the winning ticket.

Last year the Jersey Shore 10-13 had the Grand Prize Winner and that member passed away recently from cancer. The club donated their winning share to the sick member.

NE-10-13 received a rebate check for $280.00 for the tickets we sold.

While working on the campaign of Randy Johnson I was invited to tour a semi private firearms museum in Titusville at the Knights Armament Company. I asked the owner Reed Knight if he would do a tour for our guys if any wished to see it. I found it impressive as it contains automatic weapons and semi autos dating back to the early twentieth century from around the world. He said to ask you guys to see if there was an interest and he would see if he could set up a tour date for us and a small gun club headed by a friend of mine from Brevard.

LEAA Wins Court Victory in San Fran for HR 218!

As part of the Law Enforcement Alliance of Americas (LEAA) ongoing efforts to fight for the full and fair implementation of HR 218 National Concealed Carry for Cops we recently joined as a plaintiff in a lawsuit against a San Francisco handgun ban that would have made it illegal for off-duty and retired police officers living in San Francisco from carrying or even owning handguns for personal protection.

The San Fran Gun Ban would have made it illegal for San Francisco residents to own or possess handguns even going so far as to ban handguns for off duty or retired offices!

LEAA argued that this draconian measure which, amazingly would not have made it illegal for gang bangers from Oakland to possess handguns in San Francisco was a threat to public safety and contrary to the public interest of the state of California.

In the judges decision to overturn the San Fran Gun Ban the very first reason cited was the bans impact on the concealed carry and ownership of handguns by off-duty and retired police officers living in San Francisco.

LEAA fought for over a decade to pass National Concealed Carry for Cops. While we were thrilled with the passage of HR 218 in 2004, we knew the fight would continue as cities and states dragged their feet, and even attempted to outright block the full and fair implementation of this law.

Today, many retired officers, maybe even you too, have not been able to get their states or agencies to issue the required credentials and certification to allow this law to be in effect.

We are continuing to fight for full and fair implementation of HR 218 all across the country and we need your help to do so.

There are three things you can do right now to help:

1. Write Your Governor today and demand that they answer how they are implementing the Law Enforcement Officers Safety Act.

Seventy-Five Officers Killed in First Half of 2006

July 21, 2006

WASHINGTON, D.C. — The number of police officers killed nationwide during the first half of 2006 increased by more than seven percent over the same period last year. Seventy-five federal, state, and local law enforcement officers were killed during the first six months of 2006, according to preliminary numbers recently released jointly by the National Law Enforcement Officers Memorial Fund (NLEOMF) and the Concerns of Police Survivors (COPS). This is an increase from the 70 officers who lost their lives during the same period in 2005.

California and New York were the deadliest states for law enforcement officers during the first half of the year, both with eight deaths. Florida had four law enforcement fatalities. Of the 75 officers killed in 2006, 30 were shot, 22 died in automobile accidents, 11 officers succumbed to job-related illnesses, five were struck by automobiles while outside of their own vehicles, four officers died in motorcycle accidents, two were killed in helicopter accidents, and one officer was killed in a bomb blast. Over the past 10 years (1996-2005), a total of 1,635 law enforcement officers across the nation were killed in the line of duty.

According to NLEOMF Chairman Craig W. Floyd, one of the most troubling trends is the growing number of officers killed in automobile crashes.

"The increase of law enforcement deaths in 2006 means that COPS will be reaching out to 75 more families who are going through the worst pain and heartache they have ever known," cited Jean Hill, National President of Concerns of Police Survivors (COPS). "Concerns of Police Survivors understands the pain that families feel when losing their officer. The safety of all our officers is in the hands of every American and we all need to do whatever it takes to keep law enforcement families from becoming members of COPS."

Federal COLA Watch

In mid-July, the Bureau of Labor Statistics announced the June 2006 monthly Consumer Price Index (CPI), which is used to calculate the annual cost-of-living adjustment (COLA) for military retired pay, VA disability compensation, survivor annuities, and Social Security.

The CPI continued its upward trend, rising 0.2% in June - for a total of 3.1% growth so far this fiscal year.

No Free Credit Monitoring for Vets

Free credit monitoring for 26.5 veterans and military personnel whose personal information was stolen has been withdrawn, the Bush administration said Tuesday, because the laptop containing their data has been recovered.

He noted that the FBI had determined with a “high degree of confidence” that information stored on the stolen laptop and external drive were not accessed or compromised.

“On the basis of the FBI’s analysis, the administration has concluded that credit monitoring services and the associated funding will no longer be necessary,” Portman wrote. (Source: Associated Press)

The Veterans Benefits Administration has created a “Survivors” Web site http://www.vba.va.gov/survivors/(copy and paste) for spouses and dependents of military personnel who died on active duty and for the survivors and dependents of veterans who died after leaving the military. The Web site is organized into two broad categories – death in service and death after service. It provides visitors with information about a wide range of benefits for the surviving spouse, dependent children, and dependent parents of deceased veterans and active-duty personnel. The site also has information from -- and links to -- other federal agencies and organizations that offer benefits and services to survivors and dependents plus online download of all forms needed to apply for benefits.

Although the Defined Benefit (VSF) and COLA have been discussed and explained many times in the past, there still seems to be some confusion. We will try to answer the frequent questions received.

1. When you are retired 10 years and attain the age of 55, OR retired years and attain the age of 62, you will receive COLA

2. Disabled retirees receive COLA after 5 years retired, NO age requirement.

3. Service retirees who are receiving the Defined Benefit (VSF)-when they become eligible for COLA, will have the COLA amount received each year deducted from their defined Benefit (VSF) payment.

4. In 2007, Service retirees who have reached the age of 62 will no longer have the COLA payments deducted from their Defined Benefit (VSF) payment.

That is: In December 2007, the Defined Benefit (VSF) will be set at $12,000 (less taxes). If you are 62 years of age, you will receive the FULL $12,000.00 (less taxes). You will also receive COLA throughout the year. If you turn 62 during 2007, COLA will be deducted from the Defined Benefit (VSF) payment for the period up to the month in which you turned 62. We hope that this will clear up any questions you may have.

Medicare Part B Premiums To Increase 11.2% in 2007 to Nearly $100 Per Month, Bush Administration Says

The elderly will face another double-digit rise in their Medicare premiums next year, resulting in monthly payments of nearly $100.

The monthly premiums for supplementary medical insurance will rise from $88.50 to at least $98.40, the Bush administration projected Tuesday. That's an 11.2 percent increase, and it's possible the amount will be slightly higher.

PICNIC

Today we held our first picnic in three years. We were overwhelmed by the number of members and their families that showed up. One-hundred and twenty-five (125) members and their families had a good time. Chairmen Jack Murray and Milt Williams should be proud of themselves as they worked hard all day.

Ed Aviles cooked all day, with no breaks and did wonders with the grille. Wally Fredericks also helped. John Briganti and Peter Barkhausen made our 50/50 very successful. We had six cash drawings and two other prizes.
The winners were: Gary Rosen, Barbara Gleason, Alvin Barrett, John Fatta and Rich Gander FDNY Central FL retirees, Chuck- Johnny B’s neighbor. Joan Fitzgerald and Joe Sanchez’s grandson Ryan won club shirts.

Sal Rosato held the attendance drawing: Gerry K---, Al Cunningham and Roy Peron won.

Joe Nero organized the Bocce games. Marie Rosato and Linda Woods were selling the club shirts. Jack Murray ordered new club golf shirts (light blue & light weight) and they went on sale today $18.00. The new shirts will also be available at our next meeting AUG 7 PALM COAST.

The chairmen have decided to do it again next year, but in a different month. We thank everyone that supported the picnic and all the workers that gave their time so we could enjoy ourselves.

HIS LEGS HAVE BEEN GIVING OUT ON HIM LATELY. ARLENE SAID THAT HE WASN’T LUCID FOR A FEW DAYS, BUT HE IS NOW. JACK MURRAY WENT TO SEE HIM THURSDAY. I WENT FRIDAY AND WILL KEEP THE MEMBERS APPRISED OF KEN’s PROGRESS

The June 5th meeting was well attended by our members and some spouses. It was our third annual pizza night. Our special guest speaker was Dr. Dorman, a GHI participating doctor, who answered all the members’ questions. The good doctor is also going to be a sponsor in the newsletter. You probably noticed that we doubled the number of our sponsors, over the last few months, thanks to Gary Rosen PLEASE SUPPORT OUR SPONSORS.

HIPB: S-6397/A9722 - One year Health Insurance Protection Bill has been VETOED (Veto 218) June 21. The bill had been on the Governor’s desk since June 9. Please remember that Gov. Pataki has now vetoed HIPB FIVE TIMES. See inserts for Memorandum of Support and a Letter to all Members, from our National President, Tony Perrone. I was just speaking with Tony and he told me that the legislators are in session on June 23. They were supposed to wrap up yesterday. Tony has sent the legislators a message that now is the time to override Veto 218, since they unanimously supported the HIPB.

COLA: Alan Berkowitz, President, Broward 10-13 announced that the COLA increase effective Sept 30, 2006 will be $306.00 a year, based on the maximum of $18,000 pension.

PICNIC: Will be held on July 15. The last picnic was in 2003. We revived the picnic because more of our members expressed interest in attending. Jack Murray again has agreed to chair the event as he has done for many years. Milt Williams is co-chairing. We have had a good response. Cutoff date is July 5. I hope to see many of you and your family there.

NEW CLUB GOLF SHIRTS: Jack has placed an order for the new shirts. The shirt is similar to the old one except, color is light blue, with NYCPD on the right sleeve. We hope to have them available at the picnic.

NEW CLUB BANNER: Two members advised us that our last club banner was left at the last picnic. We will be ordering a new one the end of June.

300 CLUB: We have sold 46 tickets. 28 members are in the first draw. The National would have a second drawing if 200 more tickets were sold and it doesn’t look like they will reach that goal. That is why we haven’t been selling any more tickets. I will return your checks when I receive the final word. Thank you for your support.

We are looking into having a Night at the Races, in Daytona. We need to have 50 people to attend so we can get a Club discount. The cost would be $16.00 per person.
