SAD NEWS OWEN RICE
Just received a call from Irmi Rice that her
husband Owen passed away June 28, 2012. Owen
was a friend and always helped the Club when we needed to know whom to contact
at the Daytona
Beach News Journal. Two years ago Owen
contacted me to send him information on what his wife should do when he passes.
Owen had a great sense of humor. One great quote that I still
remember is: I'm recovering from a stroke and make too many memory
errors. If anything good can be said about a stroke, it's that it is a
good excuse for anything stupid that one says or does!!
Please keep Irmi and Owen in your prayers!!
Owen L. Rice died on June 28, 2012 at the
Hospice unit of the Daytona Beach Good Samaritan Society. He was 81. Owen was
born in Queens, New York in 1931 as the son of Rose and Peter Rice, immigrants
from County Down, Northern Ireland. During five years of service in the U.S.
Air Force as an air traffic controller in Berlin, Germany, Owen married Irmgard
L. Zollner, the love of his life. They have been married for 56 years.
Afterward, Owen took a job as a police officer in the New York City Police Department, a twenty year career which
spanned working as a street patrol officer, as a member of the communications
division, and as a member of the special operations unit at NYPD headquarters. Finally, for the remaining twenty-four years of his career, Owen served as a
display advertising account executive and as the display advertising
administrative manager at the Daytona Beach News-Journal. After fielding the
perfectly appropriate question, "What does a New York City cop know
about advertising?" Owen
became one of the News-Journal's top salespeople and a valued friend and
manager. His twenty-four years at the News-Journal were filled with love and
satisfaction. Owen is survived by his wife, Irmi; his two children: Monika
Rice, a photographer in Santa Cruz, CA, and Stephen Rice, a university
professor in Seattle, WA; his daughter-in-law, Karen C. Rice; and two
grandsons. Per Owen's wishes, he was cremated and there will be no service.
Condolences may be expressed at the Daytona Beach News Journal online obituary
guest book.

North Castle Retirees to Pay Benefit Costs
ARMONK — North Castle retirees will lose their current vision and dental benefits and must begin contributing to their health care costs under a plan narrowly passed by the Town Board last week.
The switch, approved 3-2, will cost the average retiree about $62 per month.
The town has about 20 retirees who will be affected by the change, and who are apparently considering legal action over it. Supervisor Howard Arden said the plan will save about $17 million in the long-term, with an initial savings of about $100,000 this year. He said he’s not trying to burden retirees, but something had to be done to curb runaway insurance costs.
An actuarial study of North Castle in 2009 uncovered $150 million in unfunded medical liabilities, Arden said. “This was an unsustainable process,” he said. “Something had to give, and we’re just doing it.”
The vote last week also raised the town’s retirement age from 55 to 62 and set in motion a plan that will have each town employee contribute $4 per hour to a medical fund they can access upon their retirement.

The Dreaded IRS Disability Letter is out there again.
From the Pension Rep: The Dreaded IRS Letter is out there again.
In
the last week two members have contacted me about the IRS letter. I am
sure there will be more members receiving the IRS letter. Therefore I am
forwarding the following:
1)
An
email inquiry from a member that I received last week.
2)
Instructions
on how to deal with this problem from Patsy Noto.
3)
Email
for the member explaining how the problem will be solved
1) Email from a member
received this week ---
“In
our conversation I forgot to ask you about a letter I got yesterday from the
IRS about 2007's income. I'm
sure
this is something coming back to bite me from the City's snafu. I haven't
paid taxes since 1982 and they are saying that I owe $1,562 for 2007.
They aren't asking for any other years prior to 2007 or after. Do you
remember or have a contact person and address either in the city or the IRS
that I can try and straighten this matter?
I appreciate anything you may have or can help me with.”
2) I went through old records and found the following from RSA President Patsy Noto

2) I went through old records and found the following from RSA President Patsy Noto
This is what you do:
Patsy
indicated that retirees need to call Eileen Boykin at the New York City
Police Pension Fund if they receive an IRS letter that they owe taxes regarding
their disability pensions. Call # 212 693 5100, and for out of state
residents call # 866 692 7733. Eileen will provide a letter for the
retiree to give to our friends at IRS.
3) Eileen’s reply
to the member quoted above:
“I
just called Eileen Boykin and she was on the ball and knew exactly what to
do. She wants me to fax (212-693-2824) the first
three pages from my letter from the IRS to her. In turn she will mail
me a letter that I need to sign to send back to the IRS. She said you
MAY get a few letters and you must answer each one but eventually this will all
go away.
I hope so but thought you'd like to know to pass on to others. Again, thanks for what you do. It is a nice relief to have that off my mind.”

NYS Senate Blocks Bill to Name Police-Pension Recipients
CEA: ‘Unique’ Privacy Need
Critics of public pensions failed in their bid to have the State Legislature pass a law requiring that police and other pension funds release the names of people who receive benefits. “The CEA is pleased there was no amendment to the Public Officers Law and police retirees and their families continue to have the protection provided them under current law,” said Roy Richter, president of the Captains Endowment Association.
The bill passed the Assembly 137-1 but never reached the Senate floor.
“Pension amounts are already disclosed to the public by the Police Pension Fund,” Mr. Richter said. “What is not disclosed are the names of retired police officers... Uniformed retirees are unique because they have been the subject of serious assault, harassment and fraud by criminals seeking retribution for arrest or other police action taken by the retiree in their service to New York City.”
